Spherical coordinates in v7p1

In version 7.1, there is a bug with the spherical coordinates implementation when using TELEMAC-3D: the calculation crashes at the first time step as pointed by Agnès http://cue.opentelemac.org/boards/6/topics/27?r=44#message-44
This bug also appears with TOMAWAC (seen by Thierry Fouquet).

A tentative solution has been committed in INBIEF subroutine that avoid crashing at the first time step but it seems that it does not produce good results. Release r7377.

An additional fix is suggested: in INBIEF subroutine to initialise MES2D%XEL and MESH2D%YEL as done for 2D if PRESENT(MESH2D): Add
