New ice cover friction law for KHIONE

Summary

A new formula has been recently developped to better take into account the head losses under ice cover. The aim is to integrate it in KHIONE

Why is this feature useful?

Better determine the head losses in presence of ice cover

How to implement it?

In the source_hydro_cover.f add an option for IFRIC=3 with an implementation very close to the one for the IFRIC=2. The question that remains is what option must be set by default.
