Main bugs:
option -m in compile_telemac.py now working
option --mpi in validate_telemac.py restored
Exception handling corrected
And some other minor corrections

Last argument of the call to ELEBD is INOUT since V7P0. DUMMY argument given now
Bound checking done like in r3063
Some elements do not have to be written in the results files for DELWAQ in scalar mode
