[telemac2d] New failure criteria for breaches

Sara Pavan requested to merge breach_new_initiation_criteria into main

Two new failure criteria which take into account for energy balance have been added. Two new tests for validation:

  1. breaches open according to new criteria
  2. breaches do not open (since DeltaE<threshold)
