New variables API for Tomawac

The variables of Tomawac, Wave height (HM0) Energy Density (SF) Friction velocity (USNEW) and mean frequency (FMOY) can be changed in the API. A boolean has been added to tomawac so that Friction Velocity is not calculated by tomawac if it is set by the API.
