Add new function to select times to extract

Yoann Audouin requested to merge alter_select_time into main

Adding in run_telfile.py alter option --times [TIME]+ To select times to keep.

Updated examples to test that functionality. Missing update of notebooks/pretel/alter.ipynb Notebook not working on my computer.
