[telemac3d] VELOCITY VERTICAL PROFILES available with prescribed velocities at open boundaries (and not only flow rates)

Toby Johnson (aka toby.jhnsn) pointed out that it is not possible to prescribe velocities with a vertical logarithmic profile in TELEMAC-3D on the forum, see: http://opentelemac.org/index.php/kunena/21-telemac-3d/14044-improsed-depth-averaged-velocity-with-logarithmic-profile

This feature is to enable it (only a few lines were missing).

A test case based on TELEMAC-3D canal example is added to validate.
