history files in TELEMAC-2D, TELEMAC-3D and TOMAWAc and GAIA

The objective of this code is to generate small files with output on a limited number of points with high time frequency. Dat area interpolated linearly to the output points (prescribed in a coordinate file), which corresponds exactly to the working of the p1 p1 elements in TELEMAC. Documentation is added in the Telemac-2d manual and can be copied to all other manuals after review. Two test cases were adapted to test the functionality, littoral ( to test T2D, GAIA and TOMAWAC) and 3dCouple (to test TELEMAC-3D, output there is available depth averaged and as vertical profile).
