Added a user_compute_settling_vel.f with example

Added an example to the user_compute_settling_vel.f - the example sums the concentrations for all of the cohesive fractions before calculating the settling velocity using soulsby-manning floc formula. Then it applies the same Ws that was calculated to ALL the cohesive sediment classes.
