add sonar-project.properties for sonarcloud analysis

Add project on Oslandia sonarcloud organization : https://sonarcloud.io/project/overview?id=salome-hydro-qgis

Delta with old code / new code not correct because code from main branch not used.

Add some code smell fixes.

Need Gitlab runner for full integration. MR will be done when available.
