Run gitlab CI test stage on parallel, with multiple QGIS versions

Add QGIS_VERSION variable to MakeFile, for local testing

Notes: We are now targeting QGis 3.10, 3.16, 3.22 and 3.28. Breaking changes occurred and we need to fix tests!
