Implementation of Bulk formula to compute thermal fluxes

The Bulk formula being the most commonly used to model water-atmosphere thermal fluxes, the implementation of this formula is important to compute the conductive and evaporative fluxes for coastal applications. The formula will be chosen by the user setting a keyword in KHIONE to determine if the environnement of the simulation is a river or a ocean.
