Bug in cvsm output period

There are 2 outputs for cvsm:

1. serafin output for all nodes
2. output for specified nodes, available only in _tmp directory

The 2nd output for specified nodes is written every time step, because the logical CVSM_OUT is only calculated in init_gaia and not inside the time loop. The serafin output for all nodes is handeled via bief routines and therefore the printout period is correct.
