WAVE ENHANCED FRICTION FACTOR only works when coupled to GAIA

Summary

When setting WAVE ENHANCED FRICTION FACTOR =YES, the results of a Telemac-2d run coupled to Tomawac (without coupling to GAIA), were exactly the same as in case the WAVE ENHANCED FRICTION FACTOR =NO is used. Only in case there is also a coupling with GAIA, the effect of this variabel is taken into account.

Steps to reproduce

N/A

What is the current bug behaviour?

Wave Enhanced friction is not taken into account, when the coupling with GAIA is off

What is the expected correct behaviour?

Wave Enhanced friction should be taken into account, when the coupling with GAIA is off

Possible fixes

The reason for the bug is that the orbital velocity, which is calculated in TOMAWAC, is only communicated to TELEMAC-2D in case the coupling with GAIA is on. This could easily be fixed by changing some if-statements related to the coupling of some variables.

I will do so soon
