Timestep 0 written even if NUMBER OF FIRST TIME STEP FOR GRAPHIC PRINTOUTS is set to non zero value

If I set NUMBER OF FIRST TIME STEP FOR GRAPHIC PRINTOUTS to a specific timestep greater than 0, timestep 0 is written to output file.
