Bug when computing maximum elevation, maximum velocity and associated times in the RESTART FILE for TELEMAC-2D

When computing maximum elevation (MAXZ), maximum velocity (MAXV) and associated times (TMXZ, TMXV) in graphic printouts for the RESTART FILE, there is a shift of 1 time step compared to RESULTS FILE in TELEMAC-2D.
